SP23 L2 installation issues in Windows

Hi all,
I downloaded the SP23_L2 .PAR (for INTELNT) file expanded it and to my surprise there is no installation program to run it. It has System folder and META-INF folder and 2 XML files and 2 HTML files. Now how I'm supposed to install it. Anybody has any idea on this ? Any help is appreciaited.

Hi,
You can use winrar to open it and extract all files.
This is in case you don't have change assistant, as there is option to
extract it.
