Wintel AppServer with AS/400 E1

I am trying to build an Wintel (2003 Server) Server in an AS/400 EntSvr/Database E1 environment. I have configured it exactly as per JDE Doc "NT Application Server with AS/400 Enterprise Server Setup in Xe" (JDE assures me that it is still the same for 8.11SP1). I still can't get the thing to run--it won't build any BSFNs for the full Server package so I can't deploy a full pkg. to it successfully.
Any ideas?

We are: AS/400, V5R4, 8.11SP1, TR8.96.H1

Off the top of my head...

1. Make sure you have a the correct compiler installed

2. Make sure your path variables are set up correctly - both in the system configuration as well as the JDE.INI

3. Make sure the machine is correctly identified in the Machine Identification table - and ensure that it can process batch processes (try running R0010P or something similar on it)

Otherwise - try uploading the JDE.LOG so we can help further.
