Create PO (Approval code error)

Hello there

One user try to create PO but gets the approval code error. His defualt business unit setup properly with blank on the approval code as everyone setup that way and they are fine. Infact i can not create PO using the HMCU he is using so I believe there somewhere that HMCU needs to add/setup.

Please advice
