There are a few ways to do this.
1. Create a user group with no install or run access to Applications. (Mine is
called DEFAULTUSR). Add all new users to this group until their is access is
finalised, then move them into the necessary groups.
2. Create a new user template with no run or install access to Applications.
Copy this template for all new users until access is finalised, then move them
into the necessary groups.
3. Set *PUBLIC security to no run or install for Applications. That way, all new
users will not have any acces to anything until they're added to a group. Allow
run and install security for the following apps: P0082M, P00825, P0085, P00890,
P0801, P98OWSEC, P98UBE, P98305, P986116. If security isn't allowed for the
listed apps, all users, including yourself, will be permanently lock out of OW.
It's a good idea to set security for the OW administrator/Security administrator
at the user level BEFORE trying this for *PUBLIC. Time constraints have froced
me to leave this implementation until mid January.
Door #1 is the quickest and easiest.

Is there any way that when we create a new user all the security be
automatically set to non-permission so that we can set permissions at a
later time?
