Warehouse Suggestions Split

We are encountering the following scenario.

We have a single Pick Request. The Audit Report (R46171) shows that it can get the whole request quantity from the same location. However, we end up with 2 Pick Suggestions for the same location.

Has this happened to anybody before? Any ideas why this might happen?
 
Ellen, This happens when FIFO inventory is selected. It may also occur if you've specified an efficiency measure (cross picking for example).

The warehouse detail file (F4602) holds inventory quantities that match the F41021, but there can be many F4602 to one F41021 because there is an extra key (receipt date).
Therefore several receipts on different dates will ceate mutiple records for a single quantity of an item in a location.
Suggestions are therefore split across these detail records.

I was aware of this, so I used UTB to look at the LDFS and LDTS fields in
the Suggestion File for the two suggestions that were created. The two
"from" sequence numbers are the same and the two "to" sequence numbers are
the same for both suggestions.

Any other ideas?
