How have you handled security of versions?

For example: We are creating different versions in Financials for
Standard Receipts Write-off depending on the dollar value of the amount
users can write-off so that only a Financial lead can run a specific
version to write of large amounts, but you can't secure versions in
OneWorld. The only thing I can think of is to create two sets of Menus:
one for the normal user group that wouldn't show these special versions and
one for the Financial Lead group that would show these versions. Is this
the best way to do it?
This is the only way I can think of because you can't secure versions and
you can't secure specific menus.
