We ran into the exact same thing. Now this is a little over my head, but I asked the CNC guys - ahem - the Advanced Technology guys what our solution was. They said "The user running the RUNUBE command has to have the same Unix permissions as the user which starts services". I also remember something about a 'sticky bit' but not sure that applies here.
