HCM - deduction calculation based on basic

I need a deduction to be calculated as a percentage of the entire Basic for an employee. However, it is being calculated based on the Gross Basic i.e. if the Basic for a month is reduced due to leave, the deduction is also reduced. That should not be the case. Eg - Basic of employee is 200. & Deduction is set to 1% of basic. So, deduction = 2. If employee goes on unpaid leave for 15 days, basic = 100 (half of total basic), but the deduction should still be 2 (1% of total basic).

I am on EnterpriseOne 9.0
