Dual Unit of Measure

Has any one been using standard functionality of dual unit of measure (DUOM)? Want to know if switching ON or OFF of System Control (P99410) for CPGDL has any impact on the functionality.

It appears DUOM works irrespective of System Control, as long as DUOM has been set up at the item level and UDC 40/VF has been set Or is my understanding incorrect?

We have been using Dual unit of measure since mid-January and it was working fine. We then found out about the setup for CPGDL. We did the setup and noticed no change. If it is doing something, then I don't know what either.
