Display Webpage via Hyperlink from JDE Form

I would like to find a way to show a particular web page when a button or static text is clicked. The web page would be outside of JD Edwards. Is there a way to make a button or text become a hyperlink?

I am on JDE 9.0.

You can use text block for this feature.
