How to create a LP with half pallet in WO completion

Hello,
I have a scenario I have defiend the UOM conversion as
1pl = 42 CT
1CT = 144PD

When I try to create a WO for 100 CT it create as 3 full pallets with qty 6048 PD. It is 3644 extra. It is causing the proble when i am performing putaway suggestion.

Can anyone please tell me how can I overcome this problem.
