Transportation and Tare SSCC

Trying to use Shipment Pieces to create Tare SSCCs, but software only seems to do this when UPC is defined for the item. We want to assign a next number SSCC to each shipment, regardless of product in the order line. Has anyone managed to achieve this without enhancements ? if enhancements needed, can you provide an outline of changes ?
