SVR Report File Design (Option 10) is not working

I am trying to create a new report using SVR. I can use options 2, but when I try to use option 10 it doesn't bring the screen, just redisplay the SVR screen without the 10. Anybody had this problem before?

Yes we are unable to use option 10 if the source and object listed have authority that we cannot override (in production). If we copy (Option 3) to our own library we then can use option 10 on that version of the source.

Thanks, G_Smith this could be possible because I don't have authorization to create or work in my own library. I am working in a library I was assigned that is not a JDE. My Sources and my Objects are in that library. The other thing I noticed yesterday was that I was able to do Option 10 on a Physical File (??) strange because that Physical File Object and Source are in the same library. This shop is very unique, there is nobody else doing (or had done) development in JDE and everything is in production. Thanks again.
