E9.2 Route Status in Transportation

We are having orders that are being stopped at shipment confirmation because the Route Status flag (RTRR) is equal '1' (not equal '0').

Can someone offer me some insight on how correct this situation? Pretty sure this is happening during order entry when the system is trying to assign a route, but not sure of the reason, and how to correct.
