Qty on quote soft committing to primary location

It seems that quantities entered on sales quotes are posting to the soft commit of the primary location. This causes an understating of the item's availability. First of all, why do any commits happen for a Quote and secondly is there a way to stop quoted quantities from affecting the availability calculation. TIA
