Purchasing Change Order History

We are trying to find a way to review and audit changes made to purchase orders by buyers after the original purchase order has been created. I'm aware of the P43535 Change Order History report but it appears to be largely nonfunctional and I don't find any SARs on it either. We need an exception report that we can run on a monthly basis to identify changes made during the prior period. We're really being driven by Sarbanes-Oxley compliance requirements to enhance the auditability of our transactions - anyone else struggling with these kinds of issues, or have a suggestion for this specific one?

I am not sure this is the best solution but what about the purchase order history file, F43199? It has to be activated in the set-up of your order activity rules and then making your own reports on this file.
