Payroll Vacation Accrual Question

I have been asked to research the following scenario - for new hourly
employees accrue vacation time at .02 hours per hour worked, regardless of
years of service lose it 18 months after their anniversary date if they
don't use it. I called the help line and was told they didn't think it was
possible and am wondering if anyone does something like this in their
company environment.
