Open PO\'s \"As Of\" a date?

Our company has asked if we are able to produce a report that tells us "what PO's were Open as of a certain date" with amounts and quantities. I just can't see how to produce this since F4311 is not structured this way and F43121 and F43199 has lots of info but I don't see how we could "decipher" if a PO was open "as of" a certain date. Particularly with Partial receipts on PO's always happening.

Has anyone gone down this path?

I think we went down this a while ago (a couple years ago?)....

Last year, I did complete a Received Not Vouchered report - with an AS-OF date. I'll see if I can post some of the logic, it might help.
