Is this user profile legal?

I have a user profile in peoplesoft enterprise one 8.10, example ‘HRuser’. Two persons using this profile to view information in E1. Both persons are using terminal server to access peoplesoft and they are accessing different times. Is this user profile legal?
Help will be appreciated. Thanks in advance.
