We've been down the road on the Internet Options for Cookie handling so we' re ok there. We've done the settings as per JDE/IBM for JAS and Websphere. To me it feels like we lose it between the Enterprise Server and the JAS client because the users session on JAS hangs there till it times out on id le time or we force the disconnect. I appreciate the input, at least it co nfirms we have done some things right.

Yes, it is possible to have a dash ("-") or period (".") in the JAS server name. The rule is alphanumeric characters only, plus "-" and/or "." if you want cookies to work right in Internet Explorer, after taking MS IE patch Q 313675.
What happens when the users get timeouts while in the application? Do they get:
"You have been logged out of this application.
The PeopleSoft session for this application has timed out, if you were in t he middle of processing a transaction that transaction will need to be reen tered. To log back in, please close this window and restart your applicatio n."
If so, this is also a cookie problem. You must go to "Internet Options" in either IE or Control Panel, go to the Privacy tab and hit Advanced. Check t he box to "Override automatic cookie handling" and check the box for "Alway s allow session cookies."
Hopefully your other timeouts are set at reasonable values.
