Just thought I would respond because I am not sure you will get many answers.
I believe pricing can be done in various ways but primarily it is by number of users.
This is also based on the modules you buy. Looking for a 'cheap' module is not an effective way of looking at things since, for example, you will need to inventory to use sales order software (i would believe). You need to look at what you need.
As with almost any other software there is a yearly maintenance fee. Not sure what it is for PeopleSoft these days but this fee, typically, goes from 10% to 25% of the original purchase price.
