Comma Indicator vs Decimal Indicator

Hi Lists,
In some countries, they are practising comma indicator instead of decimal indicator for Decimal Format Character defined in User Profile. For example, 1000.00 will be shown as 1.000,00 I guess this is commonly used in Europe and some in South America as well.

This setting when printed in the report as PDF format, will be alright. But the problem will come when we try to generate the report in CSV format. When the user open the report, the system auto display it as Notepad instead of CSV as we commonly used. Is there any resolution for this? Or we have to live with it.

All suggestions and sharing of experiences are mostly welcome.
 
At a former employer, we implemented in the EMEA countries and had the
same issue with the file opening in notepad rather than Excel. The fix that
we used was to just associate the format of txt to open with Excel rather
than notepad. That way when a user attempted to open the file, Excel was
used. It is not a perfect solution as regular text files will open with
Excel, but for us it was simple and worked.
