Accounting Question regarding IC and IH Doc Types

I am a user of EnterpriseOne 8.9. I am more of a functional user from the accounting department. When we production report to a work order there are two doc types that create journal entries. The IC doc types books the expense, and the IH books the accrual. My problem is that these two numbers do not match. In other words, if I report 100 units and labor cost is $10 per unit, I should see a debit of to labor expense $1000 and a credit to the accrual account of $1000. But I am seeing a debit of $998 and a credit of $1002. The difference is booked to a clearing account today. Any ideas as to why these two number to not match?
