E1 User Logon Report

I am trying to create a report that will tell me which users are logged on before a specific time (8am EST) or after a specific time (5pm EST). I think I will be able to use the F3912, but can someone tell me UPMT field is calculated? It is a mathematical field that seems to record the time, but I don't know how the number relates to the actual time (ie: seconds since midnight, specific time zone or whatever).

Any other ideas to pull this info would be welcome too.
