9.1.3 OUI Update Package Install Performance

We "upgraded" to 9.1.3.0 over the weekend. Our fat client Dev stations are Windows 7 64 bit. Starting with 9.1 the Fat clients are installed with OUI. The full package installs take about the same time, but update packages are taking 20+ minutes. Under 8.98.4.9 it was 30 sec - 2 min.

I have an issue in with Oracle, but they're telling me that's an improvement for reliability. (During heavy development we can put out 10 update packages a day. That can knockout major development time if this is the new normal.

Anyone else seen this or better SOLVED this performance issue?

After some troubleshooting we discovered that the OUI is slightly slower that the 8.98 installer, but 99% of our problem is our virus scanner doesn't like java.
 
Are you able to identify where time is spent?

Try to recalculate the statistics for the local db instance.
I found this issue sometimes.
 
80-90% of the time is during the actual package install. java.exe and oracle.exe are using 80% of the CPU during this time. We disabled our virus scanner for one of the test and the install time dropped to under 4 minutes. We're pretty sure that was the issue.

I estimate the table stats as well as part of our install script/process.
