Cannot login in 8.11 Mobile client

Hi List,
I had built and deployed a Full mobile package. Also built abd deployed an update package with web features. The package created an sql instance LOCAL/PSFTMOBILE with three databases PS811, PSDEVU (Business data test) and PSDV811.
However the tables are all blank.
Cant we login into Peoplesoft without the synchronisation between live data and the local data ?
