Is P9848 the best/only/reliable method of determining the Xe update level

On the oexplore.exe main menu, click help, then about jdewards oneworld. This will show you the revision level and service pack.

There is another location that you can look to determine your release and Service Pack. On your deployment server, navigate to: x:\jdedwardsoneworld\b7333\system\bin32\ptf.txt

look for a ptf.txt. That is a small text file with the release, service pack and one-off information.

You can also find the ptf.txt, on th entreprise server
on system/bin32, and on the fat client on
x:\jdedwardsoneworld\b7333\system\bin32\ptf.txt.
