OMW Question

Hi.
I have a question regarding OMW. Our current security strategy is to lock everyone down from everything and then grant back what they need.

In any case, there is a user now that needs access to OMW. I gave him the P98220 application but any buttons (check out, check in, get, release token, etc) he tries pops up the window that says 'Not authorized".

Did I miss another necessary application? Or does anyone know what those buttons' application names are? I can't seem to find them. Thanks!
 
Wouldn't the user need to be setup in OMW as part of a project?
Otherwise the only options granted them are to bring objects into their
default project, perhaps check them out, but never be able to check them
back in until the object is moved into a valid project.
