(worthless) Tip of the Day

Has anyone come up with a working solution for disabling Top of the Day on Citrix? Users uncheck the box for show on startup and still get it everytime they log back in. We are not using Anonymous logins. I even removed all the tips and we still get a box for tip of the day, saying No tips are in the table! I can't win!!
