Workflow link not bringing up a screen (just blank)

We are trying to do PO approval workflow. I have followed doc 1206873.1 E1: WRKFLW: Workflow Setup / External E-Mail Setup for Notifications with Releases 8.9 and Newer

We are successfully generating an e-mail and the link and it makes sense to me, but when followed I just get a blank screen, no login, or anything.

Has anyone else run into this? Am I using the right doc? I am doing this in both 8.12 and 9.1, but setup seems pretty much the same with both.

Any help would be appreciated.

Is it creating the URL properly ? The first part of the URL has to be your regular JAS URL. If you removed the parameterized part do you get the login page ? Can you share the URL generated ?
