Vocabulary Overrides?

Hello list.
I have some custom reports that for some reason have no VO records. How do
I add these reports into the F9220 file?

I have used SVR to modify and RDA to save, yet still no VO records.

Why not inquire on a VO that you think exist.. then edit it and add it as a new Record.
