Using Java Dynamic Connector to create a OneworldSpecDictionary

I installed E811 and am successfully connecting to it via the Java Dynamic Connector using DEMO/DEMO to DEMO811. But, when I try to create a spec dictionary I get an error that the data source is not found for F9860. I noticed that this is in OMW. Wondering how I need to configure [JDBj-BOOTSTRAP DATA SOURCE] in my jdbj.ini if that's the problem.
