Using a banner SP23

We are currently moving from SP19.1 (using Portal) to SP23 (HTML). In the portal we can activate a banner (new instance of a window) to convey important information to all users who are currently logged into the Web. This is the only way we can inform users of for example global shutdown (we have several hundred frequent users. I have been told that there is no way to reproduce this in SP23. Is this true or is there a work around?
