Unable to submit job,How can I solve?

Hello!I am Kentaro. I have serious trouble!Plese help me.

I use EnterpriseOne tool 8.95 .
Today I use EnterpriseOne, I feel response is very slowly.

Finally, I can't log in.
when I log in EnterpriseOne ,this message appear!
→The Security Server is down or cannot be reached. Please contact the System Administrator

I ask this trouble to Oracle.
And I get solution "reboot EnterpriseOne Server".

I try this solution.
→I can log in EnterpriseOne !

But I try batch job. for example,R09801
I notice Ican't submit batch job.

Job not display in "P0986116"

So, I get jas.log

ps - nice catch... I'm going to guess they don't really have a JPD100 Environment....
