System does not create WO in SO entry for line type W intermittently

Has anyone come across a situation where system does not create WO in SO entry for line type W (create WO)? We have a situation where system does not create WO intermittently. I could not notice a specific pattern. One SO with 22 lines ignored to create WO for first 9 lines. In another SO with 40 lines, system has created WO for all lines perfectly. In another SO with 3 lines, system has ignore all 3 lines.

Did you check the Stocking Types for the items in question? (at the time the SO was created).

Yes, I've checked all possible combination between sucessful records and failed ones.

Is the report breaking to the next work order based on line type or do you have some logic in the event rules that break it to the work order type?

JDE support pointed out the problem is with next number caused by company security on F4801 table. Unfortunately, WO next numbers can not be setup by company. After removing the company security on F4801, the problem was resolved.
