Would calling your customer level break header from the Page Header -
End Header work out for you?

Thanks for your idea.

To clarify, I have in total two headers
1) Page header that only needs to print at the beginning of the report
2) Business Unit info (that needs to reprint on every page)

I'm not sure if calling (2) from (1) will work as I only need to have (2) printed on every page.

Is there some reason a combination of a Report Header section and a Page Header section won't work for you? What you describe is exactly what they do.
