Printing legal size PDF to legal size paper...

When I create a report and select legal size in the page set up, the report produces a pdf in 14 by 8.5 size. However, the user must manually select legal size paper in the printer properties for the report to print on legal size paper. If the user skips this step the report is printed in extremely small print on regular size paper. Does anyone know if there is a way to default 14 by 8.5 pdf to print on legal size paper?
