E9.2 Package create, build and deploy steps in TR 8.96.40 and 9.20

Is there any difference in the steps of package creation, build and deployment in TR 8.96.40 and 9.20
We use 8.12 along with TR 8.96.40 and I need to know if I have follow the same steps in 9.20.

No differences as such from the person executing package builds, even though under the covers things have changed. 9.2.5 onwards, the e1local database is gone.

No difference but the way they are deployed etc are slightly different.
Especially the full package and their new zero downtime idea of having 2 packages running at the same time (old one users signed on continue to use - and the new package which only new signed users access)
