OS400 commands from JDE 7.3 Menu

Greetings

I have one user that cannot perform an OS400 command from the command line in 7.3.

I have reviewed several profiles comparing his to theirs they are identical except for id and text.

The user has access to the command line and the command (wrkwtr) has no special authority.

Does anyone know what is happening?
