I may be a bit confused by your terminolgy, but... When we added a localization for Europe, we set up a distinct data library, and shared the common library across the European and US operations. This allowed us to more easily maintain inventory: we could use the same part number but different units of measure; more easily set up currency: domestic in US in $ in Europe is Euro. And while I am not the accounting expert, more easily keep the financials separate. And at the same time, use the same (although set up differently) dreamwriters. We did have to modify several DW to handle European requirements, JDE is written with a US bias, and use options to define US ir European formats.
