We are planning an 8.11 upgrade from Xe, I think when Xe was installed some semblance of language was installed, like for menu's etc. We ask Oracle the question as to what is required/needed from an upgrade cost/licenses stand point to install languages with the upgrade. They mentioned some called an uplift license purchase for both Xe and 8.11
Here is the excerpt of the e-mail - Can anyone tell me if this is accurate and exactly how does it work, you can send me a private message if needed.

"You are licensed for the world, but you have to purchase a license uplfift for all languages and localizations. The uplift is priced at 25% of the current list price of your applications. One further point to bear in mind - if you are planning on being co-existant you need to purchase the uplift for both World and E1".
