Issue with V5R3 and Vertex 3.1.5

We are trying to upgrade to a new 400 with V5R3. At the same time we are upgrading Vertex sales tax to 3.1.5. We have applied the necessary ESU JD_22485. The connection is made and the tax is returned correctly. What is incorrect is the taxing juristiction names that are returned. Has anyone seen this before or have any ideas?

Found out today that Vertex 3.1.5 is not supported under V5R3. So there is the problem. V5R3 isn't supported until Vertex 3.2.
