the normal price of a goods is 60(incules Vat 17%),then we will set jde item price is:51.2821(not incules VaT 17%),if someone buy 200 goods,so jde will count income is 10256.42.Vat is 1743.59,account receivable is 12000.01(the right account receivable is 12000(200*60))

Who can help me to solve this problem???

Try checking the tax rules. I believe there is a rounding flag which might
solve your problem.
