Disable auto filling in GRID

Can some tell me , how one can disable the auto fill behavior in grid , Users are making making mistakes in data entry due to this and we want to disable this for some users
Using E1, 8.13 TRls 8.96

I know that in earlier versions, the user could turn this off type ahead in their preference menu. Obviously they were also able to re-enable it if they wished though!
