Copy Budgets from one fiscal year to the next?

I have looked at the documentation and reviewed applications in P14xxx series but still cannot find a 'copy' process. Anyone know of an application that copies budgets from one year to the next or copy with an adjustment percent?

Use the Index Allocations to create a new budget. You can base it on previous year actuals or budget.

And, to continue along Alex's thoughts, you can increase by a % across the board, or by certain object accounts/BUs.
