Can\'t apply planner esu - change table records missing

Hi List,
I am trying to apply Planner ESU JD24819 to our development environment and when I try to validate my plan, the control table merge says Chg Tbl rec missing. If you then continue to run this installation, it fails. I have done all special instructions listed with this ESU.

I'm not sure which data source it thinks they are missing from...

Has anyone come across this? I have it logged with oracle but they don't seem very interested!!

Im in the middle of applying esu's and was having some issues with full packages after, i then seen that i the one you mentioned was not applied and i tried to apply it and was also unsuccessful.
If i get any resolution on it ill let you know.

Did you check the entries in table F9848 for DEP Environment?
