can assign variable or pass in value to tabular cell description?

dear all,
in do section event, can i assign variable to data row properties or sum row properties description in the first column in report as follows?

TC At 1 Jan : Description = concat("At 1 Jan ",[RV ph_Fiscal Year])

anyway, i tried and it doesn't work. may i know how to update dynamically instead of hardcoding it.

As you know, tabular, has its limitations, have you tried same code in Columnar Events, such as Iniatilize, or DO, instead of section event rules
