All jobs on Server go into WAIT mode

You're not deploying to the Enterprise Server while running these UBE's, are you?
 
Here is something to try.
In WSJ (WorkSubmittedJobs) can you put one of these jobs on hold then refresh your screen and now try release?
Does it go back to wait or does it begin processing?
