We had a similar problem before that one running UBE blocks other UBEs un=
til its completion. If this is the case, try load the following ESU:
ESU JD4618.exe for OneWorld Release B7332
It can be found in JDE Knowledge Garden. The casue is related to TAM Lock=

I have defined multiple job queues, at the time of
submit several works at the
same time process well, but when submit a heavy work,
which this defined so that
it is processed within a specific job queue, this stops
to the others works, and
these last ones do not continue processing in the other
job queues until the
heavy work has finished. My configuration is
Windows NT 4 SP 6a
MS SQL Server 7 SP3 Cluster
4 processor
4gb in RAM
most of my users they are in Windows terminal server
