The OMW option is a better option in my opinion. This is because you have
the potential to copy UBE versions using the R98403 UBE and *not* copy the
associated spec records from central objects. This could corrupt your UBE
versions... -- very messy.
Unfortunately, that's from experience.

Another option is to create a status in OMW, and set the activity rules to
move them from PD to PY and DV.
